Churches and religious communities have the right to conduct worship services and provide pastoral care in educational institutions, hospitals, penitentiaries and similar public institutions, but without any form of coercion.
Humans are unique in that they believe, profess their beliefs, and engage in ritual practices. German constitutional law ensures that individuals can exercise their freedom of faith regardless of whether that person is free or incarcerated.
The photograph shows a conversation between a prisoner and the head of Catholic pastoral services for prisons in NRW, who is also the appointed pastor of the correctional facility of Cologne. They are currently engaged in a counselling session in the prison church.
